February to May is the sweet spot: dry, warm, seas calm enough to swim. June to August is hot and humid but still dry, and peak domestic tourist season, so beaches and hotels fill up. September through January is the wet season, with typhoon risk running heaviest October and November. Avoid those two months if you can.
